Job Description
1. Job Purpose
The HSE Officer is responsible for developing, implementing, and monitoring the Health, Safety, and Environmental programs to ensure a safe, compliant, and environmentally responsible workplace. This role involves conducting risk assessments, promoting a strong safety culture, and ensuring all operations adhere to local legislation and international best practices.
2. Key Responsibilities
Health, Safety & Environment Program Management:
- Develop, implement, and maintain HSE policies, procedures, and management systems.
- Conduct regular site inspections, risk assessments, and audits to identify potential hazards and ensure compliance.
- Monitor workplace activities to ensure adherence to HSE regulations and company standards.
Incident Prevention & Investigation:
- Lead investigations into accidents, incidents, and near-misses to determine root causes and implement corrective actions.
- Maintain accurate records of incidents and produce statistical reports for management review.
Training & Awareness:
- Develop and deliver HSE training programs to employees, including induction training, toolbox talks, and specialized safety sessions.
- Promote a strong HSE culture across the organization through awareness campaigns and continuous engagement.
Compliance & Reporting:
- Ensure compliance with all local and national HSE legislation and standards.
- Prepare and submit required HSE reports to regulatory bodies and management.
- Manage and maintain all HSE documentation, including permits, licenses, and certificates.
Emergency Preparedness:
- Develop and maintain emergency response plans and procedures.
- Organize and coordinate emergency response drills and exercises.
3. Qualifications & Experience
Educational Background:
- Bachelor’s degree in Environmental Sciences, Safety Engineering, or a related field.
Certifications (Preferred):
- NEBOSH or IOSH certification is highly preferred.
Experience:
- 4-5 years of proven experience in an HSE role, preferably within waste management, industrial, or manufacturing sectors.
4. Required Skills & Competencies
- Technical Knowledge: Strong knowledge of HSE legislation, standards, and best practices.
- Risk Management: Proficiency in conducting risk assessments and implementing control measures.
- Communication Skills: Excellent verbal and written communication skills for effective reporting and training delivery.
- Analytical Skills: Ability to investigate incidents, analyze data, and produce detailed reports.
- Interpersonal Skills: Strong influencing and engagement skills to promote HSE culture at all organizational levels.
- Proactive Approach: Self-motivated with the ability to work independently and initiate improvements.
