Job Description

1. Job Purpose

The HSE Officer is responsible for developing, implementing, and monitoring the Health, Safety, and Environmental programs to ensure a safe, compliant, and environmentally responsible workplace. This role involves conducting risk assessments, promoting a strong safety culture, and ensuring all operations adhere to local legislation and international best practices.

 

2. Key Responsibilities

Health, Safety & Environment Program Management:

  • Develop, implement, and maintain HSE policies, procedures, and management systems.
  • Conduct regular site inspections, risk assessments, and audits to identify potential hazards and ensure compliance.
  • Monitor workplace activities to ensure adherence to HSE regulations and company standards.

Incident Prevention & Investigation:

  • Lead investigations into accidents, incidents, and near-misses to determine root causes and implement corrective actions.
  • Maintain accurate records of incidents and produce statistical reports for management review.

Training & Awareness:

  • Develop and deliver HSE training programs to employees, including induction training, toolbox talks, and specialized safety sessions.
  • Promote a strong HSE culture across the organization through awareness campaigns and continuous engagement.

Compliance & Reporting:

  • Ensure compliance with all local and national HSE legislation and standards.
  • Prepare and submit required HSE reports to regulatory bodies and management.
  • Manage and maintain all HSE documentation, including permits, licenses, and certificates.

Emergency Preparedness:

  • Develop and maintain emergency response plans and procedures.
  • Organize and coordinate emergency response drills and exercises.

 

3. Qualifications & Experience

Educational Background:

  • Bachelor’s degree in Environmental Sciences, Safety Engineering, or a related field.

Certifications (Preferred):

  • NEBOSH or IOSH certification is highly preferred.

Experience:

  • 4-5 years of proven experience in an HSE role, preferably within waste management, industrial, or manufacturing sectors.

 

4. Required Skills & Competencies

  • Technical Knowledge: Strong knowledge of HSE legislation, standards, and best practices.
  • Risk Management: Proficiency in conducting risk assessments and implementing control measures.
  • Communication Skills: Excellent verbal and written communication skills for effective reporting and training delivery.
  • Analytical Skills: Ability to investigate incidents, analyze data, and produce detailed reports.
  • Interpersonal Skills: Strong influencing and engagement skills to promote HSE culture at all organizational levels.
  • Proactive Approach: Self-motivated with the ability to work independently and initiate improvements.
